	Missing cartridges in ds111.3 and ds111.4 replaced by ECMWF

Three cartridges which were missing from previous shipments have been
replaced by ECMWF.  These data volumes now contain the restored data:

ds111.3:  Y14985         1992OCT01-1992OCT31

ds111.4:  Y14991         1990JUL01-1990JUL16     
          Y14992         1990JUL17-1990AUG01

	Software changes to NCAR graphics and MSS routines

If you use the ECMWF data on the NCAR Cray, you may have been getting
some strange error messages lately.  Here's how to fix them:

1) If you are using NCAR graphics, you need to do the following things:

Set the environment variable NCARG_ROOT to "/usr/local":
          setenv NCARG_ROOT /usr/local
This can be added to your ".login" or your ".cshrc" file.

Add the libraries "ncarg_c" and "X11" to your segldr call in the following 
manner:  change
          "... -l ncarg,ncarg_gks,ncarg_loc ..."
     to
          "... -l ncarg,ncarg_gks,ncarg_c,ncarg_loc,X11..."
Order *is* important!

2) If you are using the UCVSN I/O library, you must add the library 
"mss" to your segldr call:
	"... -l mss,ncarg,ncarg_gks,ncarg_c,ncarg_loc,X11..."
Order is not important for this.

The programs in the FTP area have been updated with these changes.
