Arkin's Monthly Tropical Wind and OLR, 1968-1984

Monthly tropical strip wind and outgoing longwave radiation (OLR).
OLR is the 1985 revised calibration. For the 1974-1978 period,
the winds here are better than in the NMC analyses.
