Use of surface data in the analyses for ds205.0

Surface ocean data was used in both NH and SH analyses for this set.
The basic atlas for the SH section of this set indicates that surface
temperature and pressure from land stations were used for the surface analyses.
There is some uncertainty as to how much land surface data was used in the
NH part of the analysis.  A 13 April 1998 conversation with Harold
Crutcher indicates some data was used.  His comments indicate that
land surface data was used primarily where there was a lack of upper air
data and that most surface data used came for US controlled sites.
This would seem to indicate that only selected surface stations were used.
